What the shell is — and what it deliberately isn't

Scope: the runner's authenticated workspace only. The floor surfaces (/ask/:id, /ask/:id/respond, /check-in/:id) and the zero-login brief (/brief/:token) stay shell-less — link-arrival, phone-first, often a stranger's first-ever contact. Chrome would only add register they don't need.
Movement follows the object flow (initiative → round → ask → answer → the plan), not a generic app grid. The rail is this initiative's surfaces; the switcher changes scope; "Across your work" holds the cross-initiative reads.
The identity register holds: you are addressed as you ("run by you", "your Mar 31 date"); everyone else is a named person with a stated relationship ("R. Delgado · owns Pipeline readiness"). No role noun ships in chrome.

Why the notifications home can't nag (the load-bearing constraint)

Grouped by the four legal classes only (happened-to-your-stuff · your clock · chosen reminders · nudges). Class 5 — escalating auto-contact, "3 items need attention!", status-pressure — has no object to render and no group to live in.
No pressuring count. The "new" signal is a quiet navy dot (the signature/interactive colour) and a plain 3 new since Tue — information, not a debt. Never signal-red (reserved for danger), never ochre (reserved for the half-said).
Silence is never surfaced as failure. The only follow-up path is the class-2 clock's "Follow up — you write it", which stages a nudge the human authors and fires. Engagement telemetry (seen / never-opened) shows only on the runner's own first-party surfaces and travels nowhere.

Reserved signals, kept exclusive

Signal-red = danger, nowhere else (PL-1): appears only on the lapsed defer and escalate/broke states. Ochre = the half-said marker, never a wash (PL-2/PL-7): the diamond on the timing-risk callout and on a deferred state — one ochre marker language, no full-edge accent. States are tellable apart without hue (PL-4): filled dot (committed) · hollow ring (never opened) · ochre diamond (deferred) · ringed diamond (lapsed — defer marker + signal-red hairline). Committed renders in signature navy, not green (PL-6, DEC-0724-palette): there is no health-green in the system to misuse. Verbatim record words are a Newsreader quotation object (PL-8), separable from chrome. No likelihood surface anywhere: the aggregate is arithmetic on volunteered dates — "9 land after your date" — never odds, never percent-complete, never "on track".
